REPORT: Co-operative AI infrastructure for Canada's solidarity economy

This report investigates the feasibility of establishing a co-operative artificial intelligence infrastructure specifically designed for Canada’s solidarity economy. It highlights a critical discrepancy between the high adoption of AI among co-operative organisations and their significant ethical concerns regarding data sovereignty, corporate ownership, and environmental impact. To address these issues, the study proposes a three-phase “Solidarity Stack” roadmap that includes community-managed cloud services and open-source models to ensure digital autonomy. Research within the document balances technical performance with sustainability, demonstrating that hardware like Apple Silicon can provide energy-efficient local processing. Ultimately, the sources advocate for a transition from digital dependency to collective ownership to protect sensitive data from foreign surveillance and corporate extraction. This sovereign alternative aims to align emerging technological tools with democratic governance and environmental integrity.
